From July 19th to 21st, 2023, the Chemical Products and Dangerous Goods Logistics Safety and Environmental Protection Development Forum, hosted by the China Federation of Logistics and Purchasing and undertaken by the Dangerous Goods Logistics Branch of the China Federation of Logistics and Purchasing, was successfully held in Hefei. Representatives from chemical production, sales, dangerous goods transportation and storage, equipment manufacturing, and information platform companies, as well as industry experts, participated in the forum.

He stated that green and low-carbon development is not only an important part of promoting high-quality economic and social development, but also our responsible choice for the future. The chemical logistics industry plays a crucial role in green and low-carbon development, and chemical logistics enterprises have the responsibility and obligation to actively promote green and low-carbon development. Under the dual-carbon background, the chemical market and the chemical logistics industry need to accurately grasp the pulse of the times, accelerate the transformation to low-carbon and environmentally friendly products and technologies, improve resource utilization efficiency, and reduce carbon emissions. The reason why chemical logistics must take the path of "green and low-carbon" sustainable development is that green and low-carbon chemical logistics can improve overall resource utilization efficiency, and is closely linked to the dual requirements of improving industrial competitiveness and sustainable development levels. Finally, he called on industry colleagues to take active action, keep up with the times, optimize logistics organization models, establish green supply chain systems, promote technological innovation and R&D investment, develop clean energy, advocate for a circular economy, promote carbon emission disclosure and management, etc., to create a more sustainable, green, and environmentally friendly chemical logistics system, promote high-quality development of chemical logistics, and make positive contributions to building a better future.

In the dialogue development session, Liu Yuhang, Party Secretary and Director of the China Logistics Information Center and Secretary-General of the Dangerous Goods Logistics Branch of the China Federation of Logistics and Purchasing, served as the moderator, and discussed with Liu Gang, Assistant General Manager of Sinopec Shanghai Petrochemical Co., Ltd., Gu Sheng, Head of Site Logistics and Investment Support at BASF (China) Co., Ltd., Liang Liang, Asia Pacific Logistics Director of Arkema (China) Investment Co., Ltd., Ding Liyang, Deputy General Manager of the Chemical Park Business Department of China National Chemical Engineering Group Co., Ltd., Liu Zhuorong, Vice President of Milkway Chemical Supply Chain Service Co., Ltd., Yang Wensheng, General Manager of Nanjing Sansheng Logistics Co., Ltd., and Di Yongmeng, Business Director of Cangzhou Hongchuan Warehousing and Logistics Co., Ltd., seven guests, on the topic of "Safe, Low-Carbon, and Efficient Paving the Way for High-Quality Development". This dialogue mainly focused on the development status of upstream and downstream enterprises in the chemical logistics industry in the first half of the year, future optimization strategies and development trends of chemical logistics, new requirements for upstream and downstream enterprises in digital transformation and supply chain transformation and upgrading, how logistics enterprises can enhance their core competitiveness, and how to improve lean management.

Secretary-General Liu Yuhang mentioned in his hosting that with the high international crude oil prices, the differentiation of benefits between upstream and downstream is significantly increasing. The profit increase in oil and gas exploration is significant, but the profits of the downstream chemical industry have fallen sharply. Currently, the domestic chemical industry faces the challenge of continuous release of new production capacity but overall demand is lower than expected, which is a common feeling among practitioners in the Chinese chemical industry in 2023. At the same time, according to the feedback from the branch's survey of industry enterprises in the first half of the year, the development of dangerous goods logistics enterprises in the first half of this year was not very optimistic. Affected by the imbalance between supply and demand, logistics service prices are difficult to rise; affected by the sluggish upstream market, market demand remains weak, and the operating level of logistics enterprises has not yet recovered. He said that the main driving forces for the future digital transformation of the dangerous goods logistics industry include the following aspects: First, it is necessary to grasp the needs of new market development factors and achieve digitalization of external services; second, it is necessary to actively respond to the call of national policies; third, it is necessary to prioritize the layout of competition among peers, and competition optimization has become a new dimension of thinking for digital transformation; fourth, it is necessary to prepare for adapting to new consumption, accurately guiding and cooperating with new consumer groups through digital means; fifth, it is necessary to integrate and connect the business ecosystem, expanding the entire chain's vertical and horizontal extension and creating an open new value ecosystem.

On the morning of the 21st, a special training session was organized. Cai Zhiyang, Deputy Secretary-General of the Dangerous Goods Logistics Branch of the China Federation of Logistics and Purchasing, served as the host of this training. Zhang Zhuting, Director of the Development Research Center of the Cadre Management College of the Ministry of Transport, gave a training session on "Construction of the Legal System for Road Transportation of Dangerous Goods in China". The training content included criminal laws, administrative management laws, economic management laws, social management laws, and civil laws related to road transportation of dangerous goods, guiding enterprises to improve their legal awareness and effectively strengthen the safety management of road transportation of dangerous goods. Xie Weizeng, Director of Comprehensive Management and Technology at Dongguan Baian Petrochemical Storage Co., Ltd., gave a lecture on "Interpretation of GB15603-2022 General Rules for Storage of Dangerous Chemicals", focusing on the revision background, main clauses, and prohibited configuration principles of GB15603-2022 General Rules for Storage of Dangerous Chemicals, to improve the safety management of dangerous chemical storage.

Thus, the Chemical Products and Dangerous Goods Logistics Safety and Environmental Protection Development Forum came to a successful conclusion.
