To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and follow relevant work deployments in the Outline of the 14th Five-Year Plan and the 14th Five-Year Plan for the Development of Modern Logistics, the National Development and Reform Commission recently studied, determined, and officially released the 2023 list of national logistics hubs. Thirty national logistics hubs, including Cangzhou port-type hub, were selected. These 30 hubs included in this year's construction list have three significant characteristics:

First, strong comprehensive logistics service capabilities. These hubs actively make up for shortcomings in functional facilities, integrate and gather various logistics resources, and expand comprehensive logistics service functions, effectively promoting the integrated and clustered development of modern logistics. For example, the Cangzhou port-type national logistics hub concentrates on connecting railway trunk line transport capacity resources, strengthens cargo sourcing capabilities and collection and distribution capabilities, and relies on port logistics infrastructure and advantages of nearshore and ocean routes. Through integrated operation models such as bulk cargo collection and transportation, centralized purchasing and distribution, distribution and delivery, value-added services, and spot and futures trading, it provides upstream and downstream enterprises with integrated services including bulk commodity procurement, processing, distribution, export, logistics, finance, and information. In 2022, the hub's cargo throughput exceeded 300 million tons, with coal throughput exceeding 200 million tons.

Second, wide service network coverage. These hubs focus on building a highly efficient logistics service network of "trunk line transportation + regional distribution," deeply integrating into urban and regional logistics networks and organically connecting with national and even global logistics networks. The accessibility, convenience, and efficiency of the logistics service network have been significantly enhanced. For example, the Shanghai airport-type national logistics hub connects 285 global air routes, 51 countries, and a freighter network covering 67 air routes. Its annual cargo and mail throughput accounts for 70% of the Yangtze River Delta region, with inbound and outbound cargo and mail throughput accounting for approximately 90% of the region, effectively helping the Yangtze River Delta region to participate in global competition and cooperation at a higher level and with greater capacity and quality.

Third, the results of hub economic development are evident. These hubs leverage regional characteristic industrial advantages, promote horizontal synergy of the industrial chain and vertical coupling of the supply chain, and play an important role in leading and supporting high-quality regional economic development. For example, the Hefei production service-type national logistics hub strengthens the integration of operations across the entire chain, including storage and transportation, finance, trading, and information, forming a relatively large-scale and mature integrated service system for shipping logistics, production line logistics, industrial product distribution logistics, and bulk materials, effectively supporting the efficient operation of key industrial supply chains such as photovoltaics, new displays, and new energy vehicles. In 2022, the hub's cargo throughput exceeded 12 million tons.

Since 2019, the National Development and Reform Commission has spearheaded the release of five batches of annual construction lists for national logistics hubs, including a total of 125 hubs, covering all 31 provinces (autonomous regions and municipalities), five separately planned municipalities, and the Xinjiang Production and Construction Corps. These hubs actively improve logistics infrastructure conditions, increase management, technology, and service innovation, optimize logistics operations processes, promote advanced organizational models, and improve the level of integrated operations. Their fundamental support and organizational core role in the logistics network is becoming increasingly prominent. They provide low-cost and high-efficiency logistics conditions for industries such as manufacturing and trade, effectively supporting the construction of the "channels + hubs + network" modern logistics operation system and improving the quality, efficiency, and cost reduction of logistics. They effectively promote industrial integration and innovation and hub economic development, laying a solid foundation for building a new development pattern and promoting high-quality development.
