In order to further strengthen the linkage efficiency between Shandong Jingbo Logistics Co., Ltd. and the city and county emergency rescue teams, enhance the emergency rescue capability, enhance the coordination among departments and personnel, and effectively improve the overall emergency rescue response capability, command level and actual combat capability, on the morning of July 17th, 2020, the comprehensive emergency rescue drill for dangerous chemical accidents in Binzhou and Boxing County was held in the Oil Storage Branch of Shandong Jingbo Logistics Co., Ltd. Liu Dongbin, member of the Party Committee of the Municipal Emergency Management Bureau and director of the Emergency Management Integrated Service Center, Zhang Anxiang, member of the Party Committee and deputy director, Ren Bo, deputy detachment leader of the Municipal Fire Rescue Detachment, Zhang Lei, deputy head of the county government, Guo Wensong, director of the county emergency management bureau, Zhang Jianbo, vice president of Jingbo Holding Group, Zhao Dong, director of logistics safety and other leaders attended the event.

Adhering to the principle of focusing on practice and being close to actual combat, this drill simulated the leakage of YG-504 import and export pipeline flange of oil storage tank of Oil Storage Branch on site. When the workers stopped the leakage, the oil tank "exploded" and many workers were seriously injured. The explosion fragments were thrown hundreds of meters away. A total of "Oil storage tank leakage and fire and enterprise information reporting, enterprise emergency response, county-level response and pre-treatment, accident escalation and municipal rescue forces arrived at the scene" were set up. A total of 10 participating teams, nearly 300 people participated in actual combat drills, including 5 fire-fighting vehicles, 2 fire-fighting robots and more than 10 rescue vehicles for emergency, public security, medical care, meteorology and environmental protection.

The drill runs into the emergency linkage among the relevant departments and professional emergency teams of the company, improves the ability of handling hazardous chemicals accidents, and tests the practicability and operability of the emergency plan. Sun Zhiguo, an expert in emergency plan evaluation, spoke highly of the drill, pointing out that the accident scenario of the oil storage tank leakage and fire drill was reasonable, the subject setting of the drill was realistic, the drill content was close to actual combat, and the disposal measures were appropriate, which gave full play to the guiding role of the emergency plan. The whole disposal process is guided by the plan, which verifies the cohesion, scientificity and practicability of the plans at all levels. We have tested and exercised the joint operational capability and support capability of multiple departments, units and arms. The relevant departments and units of enterprises, counties and cities cooperated closely and cooperated with each other. According to the characteristics of crude oil fire, all kinds of new equipment such as fire-fighting vehicles, fire-fighting rescue equipment, drones and fire-fighting robots were used, which reflected the characteristics of all-round and scientific rescue. The participants are skilled and standardized in various operation skills, demonstrating excellent quality and precise professional ability.

This drill not only tested the performance of new emergency rescue equipment, but also tested the overall rescue ability of personnel. The whole exercise process is scientific, orderly and efficient. The accident emergency rescue process was well organized and properly directed, and all participating units and personnel handled it decisively and effectively, which reflected the ability of quick response and rescue with linkage from top to bottom and combination of specialty and routine.
