In 2020, a comprehensive emergency rescue drill for hazardous chemical accidents was successfully held in Binzhou City and Boxin County at the oil storage branch company.

　　To further strengthen the coordination efficiency between Shandong Chambroad Logistics Co., Ltd. and the municipal and county emergency rescue teams, improve emergency rescue capabilities, enhance coordination among various departments and personnel, and effectively improve the overall emergency rescue response capabilities, command level, and practical capabilities, on the morning of July 17, 2020, the Binzhou City and Boxiang County Hazardous Chemicals Accident Comprehensive Emergency Rescue Drill was held at the oil storage branch of Shandong Chambroad Logistics Co., Ltd. Liu Dongbin, member of the Party group and director of the Emergency Management Comprehensive Service Center of the Municipal Emergency Management Bureau; Zhang Anxiang, member of the Party group and deputy director; Ren Bo, deputy head of the Municipal Fire Rescue Detachment; Zhang Lei, deputy county magistrate; Guo Wensong, director of the County Emergency Management Bureau; Zhang Jianbo, vice president of Jingbo Holdings Group; and Zhao Dong, director of logistics safety, and other leaders attended the event.

　　This drill adhered to the principle of practice-oriented and close-to-reality simulation. The scene simulated an oil leak at the flange of the import and export pipeline of oil storage tank YG-504 in the oil storage branch, where an accident occurred during the leak plugging operation by staff, resulting in an "explosion" of the oil tank, multiple staff members being seriously injured, and explosion debris being thrown hundreds of meters away. A total of seven drill scenarios were set up: "Crude oil tank leakage and fire, and enterprise information reporting; enterprise emergency response; county-level response and preliminary handling; accident escalation and activation of city-level response; arrival of city-level rescue forces at the scene to carry out rescue work; cooling protection and launching a general attack; and post-accident handling." A total of 10 participating teams and nearly 300 people participated in the practical drill, with 5 fire trucks, 2 fire robots, and more than 10 emergency, public security, medical, meteorological, and environmental protection rescue vehicles.

　　The drill honed the emergency linkage between the relevant departments and professional emergency teams of the company, improved the ability to handle hazardous chemical accidents, and tested the practicality and operability of the emergency plan.

　　Sun Zhiguo, an expert in the municipal emergency plan review, gave high praise to the drill, pointing out that the crude oil tank leakage and fire accident drill had a reasonable accident scenario construction, the drill subjects were set in accordance with reality, the drill content was close to actual combat, the disposal measures were appropriate, and the guiding role of the emergency plan was fully utilized. The entire disposal process was guided by the plan, verifying the connectivity, scientific nature, and practicality of the plans at all levels. It tested and exercised the joint combat and support capabilities of multiple departments, units, and arms. The enterprise, county, and city's relevant departments and units closely cooperated and coordinated, using various fire trucks, fire rescue equipment, drones, and new equipment such as fire robots according to the characteristics of crude oil fires, reflecting the characteristics of comprehensive and scientific rescue. The various operation skills of the participants were proficient and standardized, demonstrating their excellent qualities and precise professional abilities.

　　This drill tested both the performance of new emergency rescue equipment and the overall rescue capabilities of personnel. The overall drill process was scientific, orderly, and efficient. The accident emergency rescue process was well-organized and well-commanded, and the actions of the participating units and personnel were decisive and effective, reflecting the rapid response and rescue capabilities of vertical and horizontal linkage and the combination of specialized and regular forces.
